It may be possible that he has a health issue that requires him to stay out of the sun in the heat of the day.
It seems kind of early, but there may be a reason for it that will make the option of "confronting" the neighbor backfire on you in some unforeseen way.
Try putting a box fan in your room and turning it on when you hear his mower start. The fan's "white noise" will tend to drown out the mower noise.
(reading through some of the answers, I want to add that calling the police on the neighbor is a bad idea. He's not hurting you physically, or endangering the public-- all you will accomplish is to set his mind squarely on "revenge" and you will never be able to deal with him in a civil tone ever again...)

In most cities, it's against the law to do lawn work before 8 am and after 9 pm. I would make a little phone call....usually to the person first, then if he keeps it up, to the law enforcement.
Does he do this often? If this is a one-time thing, he may be going out-of-town and can't let it wait.

What is the tempature like there? He is probably avoiding the heat. Evenings are less hot, but mornings are cooler. At 6:30 am, he probably have enough light to see a little and beat the heat.

Oh yeah. Thats the best time of the day. He cant help if you lazy people are still sleeping your life away.
Why dont you get up at 5.30 and use a blower to get rid of the leaves off your front porch/driveway.
Or think of it positively: you never need an alarm clock again.

There has to be noise rules in your area. Check with your local council. I wouldn't stand for that.
