VOIP stands for "voice over internet procotol".

It is a technology that allows to make a phone call over the internet. While technically you often still use a phone line (to connect to the internet) it can be much cheaper as a regular phone call as you do only pay for the internet connection.

You do not necessarily need a computer for it, as there are special phones that use this technology.
