I think some parents are just alot more stricter than others. I'm 17, and the latest I ever stayed out was in between 10 p.m.-1a.m. (depending on what kind of mood my parents were in) But My boyfriend was aloud to stay out as long as he wanted, but he did have to call every once in a while and check up with his dad.

Maybe those mothers are working at midnight also? Maybe the kids are sneaking out of the house? I don't think we can automatically blame the parents. Not automatically.
Who knows?
Last January a 15 year old,shot and killed a man, in a bar parking lot, at 2 in the morning. I can't figure out for the life a me what a 15 yr old was doing out at 2 am.

Well this is an interesting question. Personally my kids are in bed before 10pm on the weekends, and 9pm during the school week.
Sadly, alot of what you describe is just blatant disregard for their children.
I disagree that you cant keep your kids under a certain amount of control. The question states children, not teens. If you cant keep your young children under your supervision, look out world when they are older.
Things can happen, but in my opinion, (being a mom of 3) if you let your kids know from an early age that they will not get away with certain things, SHOW KIDS RESPECT and love, you dont get this kind of behavior.

after a certain point, no amount of caring and discipline will prevent a child from doing what they want
if a child is willful enough and clever enough, they'll find a way to do it
A parent can only do their best and hope that they instill enough knowledge and common sense to get the child to 'look before they leap'
And yes, I know some parents have terrible parenting skills or none at all, but they are in the minority not the majority, despite what some folks might think

Why do they take them to Walmart late at night too? I have visited various stores late at night and there are always screaming toddlers being dragged along on shopping trips. I understand having an unusual work schedule and needing to do your shopping late but 3 year olds should be in bed at 11pm.

They have given up on discipline and setting examples. They probably stay out late also, and their children are just modeling it.
The mothers care, they just don't know how to care properly.

mine is to be in at 10 on weeknights, 11 on weekends and they are almost 15 and 17yrs old... we have town curfew at 11 but mine go by what i say... guess they are scared of me more...
