It doesn't supply housing to everyone, if you mean on base. It depends on rank and availability, etc.

However, if base housing is not available then there is an allowance made for off base housing.

civilian employees? not usually. Only OCONUS do civilians have the opportunity to reside in base housing. Stateside, only if the Privately run housing company authorizes it, and they can only do so if less than 75% of the housing is occupied.

Military personnel, however, are given an allowance for housing, and they can either reside on the economy or in PPV run base housing. OCONUS, they do not receive an allowance if they reside in base housing, as it is not PPV run. if they reside on the economy, they are given a an allowance (with a ceiling based on paygrade) that is exactly what their rent is. Stateside, they can pocket any additional funds from the set rate they get.

Yes it does. In spite of the vast numbers sold off by Defence Estates there is still housing around all three major Naval ports. Some of it you might even want to live in.... most of it is a bit crap.
If you apply for it, there's now a bit of a waiting list for most property, but it is there and it is available. The Navy also gives help for buying property, but the amount they offer tax free hasn't risen in years and now will not cover a deposit at most current property values.

Yes, housing is made available to the families of servicemen. This usually includes the gas and electric.
If no housing is available, a housing allotment or stipend is given to assist with housing costs.
