generally speaking, orders must be for at least 20 weeks( and in most cases 26 weeks) long before the military will authorize family members and pay for the move.
Numerous shorter schoola adding up tolonger than 6 months(even if at the same location) do not count.
of course, nothing is preventing the family memebrs from relocating on their own dime, but whether or not the SM will be allowed to live with or even see the family is up to the school's policies.

Well, they don't kill them when you join.
Dependents can always move to the town where the service person is stationed, (This is a quasi free country.) but how much the service person would be able to see them would depend on his duty, leave from the school, leave from the base, whether or not the ship is at sea, etc. etc.
I grew up in the Navy and sometimes we lived on base, when my Daddy had shore duty, and sometimes we didn't, but lived in town if he was assigned to a ship and at sea.
So you see, there are lots of variables. The service person should ask to be sure.

Absolutely. Whenever you go to long schools or training, they usually will move your family unless you decide to go as a geobachelor. I've never been married so I never had that problem.
