I will advise you to meet her and tell her your feelings. Don't write a mail .
Really it should be something filmi like go to her with red roses and when she will ask the reason for why roses today, just smile and give her the card on which is written I love you.
Though the old fashion but really it works as old is gold.

First of all, do you have a relationship with her? Have you and her dated? Have you told her that you love her? Would she be surprised at getting a proposal of marriage by e-mail? If you do propose to her via e-mail, I think she should get another proposal when you next see her, if everything is in place.

No way. If you don't see her around, does that mean you aren't even dating? If you like her, and aren't dating, don't scare her off by asking her to marry you. Wait until she is your girlfriend and you can tell she loves you back. If you are dating, you should be ultra thoughtful, like on one of your dates, fill it with suprises or games that lead to the proposal (treasure hunt etc). A girl wants to feel special - especially when it comes to getting proposed to.

No. If you want to ask someone something so life-changing, either do it face to face or don't bother.
Doing it through phone or email says "I don't care enough about you to say this directly to you."
If you can't make the time to see her for something like this, then what kind of relationship could you really hope for?
