Ministry of Foreign Affairs of India has recently simplified the criteria for ECNR. A person who passed equivalent to the Matriculation (10 Standard) are eligible for ECNR, as per the new regulation.
I would suggest you to contact the passport office with the attested copies of your educational certificate to avail this facility.
The approx fee is 300 Rs.

If you are a degree holder from any University take certificate with you and go to nearest passport office it will take 2-4 days and will be done ; Charhes are Rs.200/-
If you are not a Degree Holder you need to show what is Your proffession. Depending on that passport office will decide.
