He probably means both things. He values the relationship and misses you. He may feel many things toward you, and different ones at different times. For instance, he may miss you because he enjoys your company, or he may feel horny, or he may feel a sense of falling in love or want to raise a family. It sounds like you may be pushing him toward a goal that you want but he is not ready for yet. Why don't you tell him you'll back off but only if he'll tell you why it bothers him, so you can understand.

It sounds like he's trying to have his cake and eat it to. He wants to explore else where but if it's not going good for him than he's right back with you. You aren't number one in his life so don't settle. There's way to many men out here. If you want to play his game, treat him like he's nobody. Don't answer when he calls the first 2 times. Then on the 3rd, tell him you have to call him back, that your on the other line but don't call back. If you see him just walk right by him like you didn't see him. Only if you wanna play his game but I say cut your loses with him.

He is not ready to settle down with you. He wants to have his freedom back. Are you pushing him? He may just be backing off completely, but doing it in a nice way. Time to move on and enjoy your life. There are plenty of men out there.

He has something personal to deal with. Give him a few weeks and see if he comes back. If he doesn't he needs to move on or grow up.
