There are currently no hybrid cars that retail for less than $20k. Currently the cheapest hybrids available are the Toyota Prius and Honda Civic hybrid, each start around $22k. Considering how hot hybrids are, I doubt you'll find either of them discounted for under $20k either.

Don't know about price but from what I've read the Ford Escape or Toyota Prius.

You can get a new Prius for 20000
it gets a lot better mileage that the civic and it is more roamy
