His father is rarely home to supervise him, and he's always doing something disruptive. He's about 16 years old.

Well in most Municipalities there is a Local ordinance reguarding firearms or some kind of projectile ordinance. If you live outside the incorporated city limits you will probably have a difficult time to get anything done about it unless he is somehow damaging property or putting someone in danger. I would recommed calling the police as an annonomys caller and have the police roll by and cath him doing it. Let them take care of it. I would not recommed getting involved yourself the teenager may retaliate on you and damage your property. GOOD LUCK

Child Protection Services or something like that in your area? Try calling them and tell them you are concerned that this child is out so late firing off a gun and no parent is home to supervise him.

Calls to Social Services have a better chance of getting something done then the police do. Cops might confiscate the gun but social service can look into the home and family, maybe get this kid some proper supervision.

If you're in a city limits, then you can call the police department and report the neighbor shooting the pellet gun. If you're outside a city limits, then your neighbor is in his legal right to shoot on his own property, as long as your property isn't damaged.

I'd call the police non-emergency number and ask what you can do. If you know the father, I'd also arrange to talk to him privately sometime and express concern about the son, but talk to the police first and ask what they think.
