Sounds like a male to me..... :) If you take it out of his cage, make sure there arent any other predator around or it will be "bye bye birdy" Have his wings clipped so that he wont fly to far and get hurt. Make sure all doors and curtains are closed... they can get hurt if they fly into the window.... and can escape if they fly out the door....Good Luck with your birdy !! The bird is a male. The skin above the beak is called the cere. Click on this web site and you will have a lot of info about budgerigars ( commonly called parakeets ).

I agree Male.
If, it scared you may want to clip the wings, I do this where they can fly gently down. Not just drop like a rock. It best to let someone experienced show you how and then you know.
Listen, when they out of the cage you need to think of their safety! Toilet top closed, open flames, aquariums have covers, ceiling fans off, etc. You can start with a bedroom is best. Close the door. Then when you walk in open the door slow and start talking and looking for the bird. You not want to open the door too fast and hurt it or step on it.
To get it to start getting on your finger. Index finger in front of legs below chest. Then push back gentle as you raise your finger and he step up on your finger. He may Hiss and Bite, but, it more show. When he on your finger talk and then just let him jump back on his cage. In time he will trust you. Then you can walk around with him on your finger and slowly do more.
Also, once he trust you, a male can talk. So, think of a few simple words and be using them regular, like your name. Say often and before you cover the cage at night.

It's a MALE.. I have parakeets also.. U can distinguish a MALE parakeet, if it has a BLUE nose.. White nose if it is a FEMALE one.. The nose it the one that has two holes and is above the beak..=)

i think that means its a male. and as for taking it out of the cage, i wouldn't recommend it.
