I have added more info to original question please look at it again. It the one that says 99 ford expedition heater. I am completely computer illiterate so please don't make any rude comments about how i am going about this

your doing all right on the computer. It sounds like a vacuum controlled HVAC valve is cracked or somehow not working properly. When you come to a stop, that is when your engine has the highest vacuum. When you accelerate, the vacuum drops off. Usually there is a vacuum reservoir under the hood to store extra vacuum air to compensate accelleration .It is like a round , black plastic ball with a vacuum hose or two going into it.Check to see if it is leaking air.

Um..JT...the blend door is called blend because it mixes hot and cold.....nothing to do with air flow out of the dash positions...And Paul..the newer Fords dont use tomato cans anymore....it actually is a round ball....
Just a few corrections so you dont get confused on what to look for.

Ford vacuum tanks look like a small metal black or gray coffee can --not a plastic ball. Check vacuum hoses for leaks too. Otherwise, good answer.

It sounds like blend door motor, When you start out its normal and you have the vent on and them switches to defrost, That is the blend door motor, hope this helps
