I would do a paper on how much reincarnation of people there is. Follow a person who starts their "life of crime" young and ends up dying in jail or prison.

I would write a paper on the problems with juveniles in correctional facilities. There is a lot of information about how there rights changed from the Juvenile Justice and Delinquency Prevention Act. You can also talk about the problems they face when sent to an adult facility and the inadequate schooling, programs, and abuse. The Act talks about all of this. You can go every direction with this from prevention for juveniles, probation, CYA to prison, and parole. Or write about women in the prison system. Well good luck.

I would suggest the application of health care in the corrections system. I did a research paper on this topic and there was tons of material. Even if you limited your topic to a specialty area, such as mental health care in prisons, you would find enough for a great paper.

A couple of suggestions if you haven't already made your decision.
1) problems ex-inmates have after release
2) aging populations of prisons, geriatric facilities
3) problems family had while bread winner is in prison
4) if kids follow in parents footsteps going to prison

I would go with corrections there are all sorts of websites on that . I would focus on gangs in correctional institution. There are tons of sites on that.
