Actually, God creates evil. Isaiah 45:7 "I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things." Don't believe me, look it up.
He did in fact send the evil spirit to Saul, not to kill David, but it was a result of his evil spirit. (1 Samuel 16:23) "And it came to pass, when the evil spirit from God was upon Saul, that David took an harp..." David only went to relieve Saul with his playing, Saul just got a little upset. You can research that too.
Pharaoh: God did harden his heart on purpose so that He could show forth His wonders. (Check Exodus 4:21) "...but I will harden his heart, that he shall not let the people go."
I could show you another place that God sent a lying spirit to false prophets. But...you didn't ask about that one. Betcha didn't know He did that :-)
Surely this does seem like God is evil, but I don't think so. He does a lot of things that would make people think He is horrible. There's always a purpose though. If he hadn't done all you said, you wouldn't be getting points asking this question would you? :-)
Look, if you were creating your universe filled with an entire lot of years with people, wouldn't you create both good and evil? Two sides, battling each other, for a very long time. Sounds like a pretty good drama to me. People only look at it badly because it's "God." If it was you writing a book or making a movie, you wouldn't feel the same way.

Ahh! This is quite the conundrum, isn't it? Why do bad things happen to good people and that kind of stuff... The Bible tells that pharoah's heart was hardened. He rejected God's messenger and therefore God showed His almighty power to the pharoah. Saul was consumed with jealousy. He was king but David was admired more than the king himself! This story teaches how we can easily fall prey to sin. It wasn't God but the lack of God in Saul's life that made the situation that way.

God did not send an evil spirit to Saul in Endor. He allowed Pharaohs heart to be hard because he would never recognized God otherwise.

Because the "Lord" of the ancient hebrews was the "devil." And yes, this God is EVIL. Read HOW civilizations OTHER than Hebrews wrote of these "evil ones." Egyptians, Persians, Libyans, and several others of the time used to refer to the Israelites as ruthless murderers, who slaughtered not only their enemies, but slew EVERYONE, including women and children. "Chosen" of God in "heaven." More like the "chosen" of the Devil in "HELL" and history RECORDS it, NOT "their" history, but the history of those around them in the ancient past.......

satan-bad,terrible,horrible, evil.

There is no evil in God but there is in Satan and why do you not known that Satan can act on his own power... Also all demon and evil spirits fall under Satan domain of power and influence......................................................... It is no wonder that there are so many people doing the devil work for they can't tell the difference between the goodness of God and the evil doings of the devil... I am willing to say that all those people are doomed.....................................................
