Generally, Cheap & Good don't go together. Go for MANITOU or MARZOCCHI.
If you want to save try to look for forks from online stores like nashbar.com or pricepoint.com.

manitou axle and rockshox dart are prolly the cheapest forks you can get that will stand up to moderate xc use

Rock Shox Tora is a good one, Marzocchi has some good ones, but not their lowest prized.
