Is it weird if i ask out a girl in one random that i saw everday but didn't talk to her ever ?

I never had girlfriend due to isolation to people.
I have no social skill at all.

I won't give excuses why.
Just need to know how to get better.

I don't wanna know BE YOURSELF thing.
I wanna know something that actually works.

Girls are floored when a complete stranger asks them out but only if that stranger is charming and attractive. You admit to having no social skills so I do not think that this is the route for you. You would probably just end up freaking the girl out or getting laughed at. Instead, you're going to need to build up your social skills and confidence over time. You say that you're isolated from people - why is that and how can you change it? Be honest about the reasons why you are isolated and challenge yourself to eliminate them. Then look for opportunities to talk to like-minded people in your favorite class or in an extracirricular club. If you already have a few friends, try going out with them more and meeting their friends. In time, you will build skills and confidence, which is what really attracts women. You will also develop a network of acquaintances that will help you meet girls. Then, if there is still a particular girl that you admire from afar and you can't find an opportunity to meet her, at least you'll be cool and confident and more likely to get a positive response from her if you ask her out point-blank. First off it sounds like you have very litttle confidence and that you have no courage or guts persay. Find a way to build your courage and confidence because that is what most women want is a confident guy that will do what it takes to make a women happy. I know martial arts can help in this way, Yoga
meditation, finding God in your life, joining a club or volunteering somewhere. You need to open your social life that in turn will help you increase your social skills and communicating with others. Once you are in control and able to speak with others without fear then battle talking to a women. Sometimes it helps talking to female work colleagues this will help your conversation skills with a person of the opposite sex.

for the social skills get a book of anything and read it aloud to get used to the sound of your voice. start recording your voice so you can tell if you are loud enough to be heard and if you can project confidence in your speaking. also start smiling; think of the stupidest silliest thing that makes you laugh while you are walking. smiles are contagious and usually reciprocated.
wear something blue it is an approachable color.
get a hobby that will get you out of the house and meeting people. food is something that everyone has in common, take a cooking class or if you are old enough go to wine tasting or dancing. you will need those skills later in the relationship anyway
