I have never heard of needing a medical referral for vision care (eye exam and glasses or contacts). A medical referral is only needed if you are going to an eye surgeon (opthalmologist) due to the possible necessity of eye surgery. Usually the insurance for medical and visual are through two separate insurance providers or, if by the same company, two separate divisions.

If you have a vision card, there should be a phone number posted on the back for customer service. Just call and ask about their policy but vision and medical are two separate services.
