Yes, she can be pregnant. With dogs, ejaculation occurs almost immediatly and it is not necessary for the dogs to be tied, or "locked."
And although it is nice to have hips and eyes screened, it is most definately not even close to necessary to show a dog in conformation to decide breeding quality. Conformation only judges the dog to the kennel club's standard. There are champion herding lines, hunting lines, agility lines, etc. that would do horrible in conformation simply because they are not from those lines, they are from working lines.
If you have any other questions or would like further clarification, please feel free to email me :) I have quite a bit of past experience with breeding dogs.

Another backyard breeder bringing yet another poorly bred litter into this world of too many dogs and not enough homes. You obviously don't know what your doing by your question.
I feel sorry for your dog and her puppies and all the dogs that are put down in shelters because of people like you. Hope your dog enjoys going into labor. You know how you enjoyed it!

It depends on if he ever got in her and ejaculated any. This would be called an outside tie. It could happen but doubtful. You don't 'think' they ever locked? You really should not be breeding.

Spay your dog as you have no idea what you are doing.
They usually are ready to be bred at 7-14 days you probably missed your time. Give up and get her spayed.

spay your pet.. we don't need another inexperienced BYB .... your dog needs to be shown in conformation to see if she is of breeding quality,, you need to have her hips exrayed. eyes cerf'd etc. etc. to encourage this OUTcross breeding is disgusting and you are adding to the shelter population.... grow up
