If you were just minding your own business and walking your puppy on a leash and this other dog was loose and came up to your puppy and attacked, you really should report it to the police. BUT, If your puppy was running loose and strayed into the other dog's yard well, that's your fault and the dog who's yard or territory was invaded by your puppy should not suffer the consequences of protecting his or her land from a strange dog.
Territory is territory to a dog. If a dog is territorial then he or she won't really care if the invader is a tiny puppy or a big old mastiff, the dog will go into protect mode.
If you and your puppy were innocent victims and the dog is a chronic biter then the courts will most likely take the dog and decide what to do with him or her. In many areas a dog has three chances (Depending one the severity of the attack) before something is really done. Sometimes the owner is required to pay a fine for allowing a vicious dog to run loose and must keep the dog on a leash and always use a muzzle when they walk the dog. But when all efforts are exhausted or if the attack was pretty bad the courts may decide to have the dog put down.
Did this dog do damage to your puppy? Did you have to take your puppy to the vet? If so the owner of the dog that attack is responsible for the vet bills.
You really should report this to the police if you aren't at fault. Then the owners, of the dog that attacked, are not doing a good job and they should face the consequences. Unfortunately, so will the dog.
Good luck.

My short answer is no.
First you have to consider why the dog attacked your dog, what was your dog doing, were you there watching, what was the other dog doing.
If you were not there watching every single little move, then you have absolutly no room to stand on...if you were there, then you should be able to identify what caused the situation.
Now if you were sitting on your back porch, playing with your dog and the big dog came up and attacked your dog, that is different, but even if this happened, I would not try to get the other dog put to sleep, however, I may call animal control and file a complaint and then the owner be required to keep their dog on a leash and if they do not then it be taken in by animal control, but I still would not ever suggest putting a dog to sleep.
It is like children:
1st: It is the parent's responsiblity to train their child/pet
2nd: It is the parent's responsilbity to watch their child/pet
3rd: Children/Pets rarely behave in a negative manner for no reason
WHY? did you sit there and watch the whole thing and how did the dog get into your yard and were both dogs free, have they encountered each other before.
I would ask that the owners of the dog pay for the surgeries- and if they won't I would threaten (notice not do, but threaten) reporting it to the police/putting it under

It depends on the circumstances of the attack, was the larger dog wandering about the streets? Did your dog go into a private property? If the 1st, find out who the owner is and take action.
You can't blame the dog ,it's the owner who is at fault.

That I would say should be up to animal control, teh police, or teh judge.
Is there a leash law in your area. If so the owners of teh other dog would be responsible.
you need to find out teh laws and tehn go from there.
Good Luck and sorry to hear about your trouble and hope your pup is doing ok.

It depends. But, I know that it is really the dogs fault b/ the owner let it out and not taking care of it.

HOT NEWS FLASH dogs are PREDATORS if every dog who would under any circumstance attack another dog was destroyed there would be no dogs left (probably not even your puppy!)

Depends. You need to describe the situation more in depth to see if the dog was merely frightened and defending itself/pack/territory or if it was just aggressive.

i agree with sassy... maybe your dog ran into the big dog's territory or perhaps your excitable, fiesty puppy started nipping the other dog, in that case, the big dog is responding naturally.

it depends on if the dog was on your property and on a leash......I personally think that most states should have stricter laws on dog attacks.
