The Labour minister Barbara Castle said that the aim of the Race Relations Act was to create an atmosphere in which a man could call someone a black bastard without being considered racist( whatever insult a coloured man would use on a white) Is this ever likely to happen ?

We can dream but I do not think that day will ever come. If you look at history it has quite often taken less than that to start a war. The problem is that you cannot legislate hate out of existance. You may ban certain actions but you cannot control what happens in someone's heart. Unfortunately, humans have been hating and killing humans since before recorded history. All we can do is to look at our selves and our own little sphere of influence.

In the UK you have 2 men walking down the street. One Black guy and One White guy. The Black shouts "F**k you whitey" and the White guy shouts "F**k you blacky".

Who will get lifted and jailed? Everytime the white guy for being racist. Are these 2 racist, NO.
