Some people do place a certain significance to a second full moon in a month, what is called a blue moon, which is where the phrase, "once in a blue moon" comes from. Because it happens rarely. The reason why it happens is easy to explain, since the moon has a 28 day cycle and the months have various amounts of days, most 30 or 31, and of course February at 28 or 29, you are bound to run into two moons in one month at some point. I believe that it usually happens once every 2 years or so.
Some Pagan religions do consider this to be a special moon and celebrate it differently then the regular full moon. It is sometimes viewed as more magical because of its rarity.

Mon means moon in month and it is 28 days orbiting this planet Earth. It was 2am GMT and I loved the beauty. I used to use an application called Lunar Phase Professional. So it would be possible, but it never is visible in the same part of the world. I was born during a double month double full moon, so I was quite blessed there. Been academic with the moon ever since. It's called blood moon or magic moon revolution and orbit.

Here is a passage from the Wiccan Rede, a general code of ethic followed by Wiccans, and many Pagans :
"When the Lady’s Moon is new, Kiss thy hand to Her times two.
When the Moon rides at Her peak Then your heart’s desire seek."
And an excerpt from the Charge of the Goddess(written by Doreen Valiente):
"Whenever ye have need of any thing,
once in the month,
and better it be when the moon is full,
then shall ye assemble in some secret place, and adore the spirit of me,
who am Queen of all witches."
According to many Pagan traditions a full moon is a time to make wishes and asked the Goddess (deity) for your hearts truest desire. It is the time for manifestation. So, the Blue Moon is often viewed as especially sacred because it is the SECOND full moon in any given moneth and is considered to be extra powerful for wish-making and manifestation magick.

I believe so. For those of us who do any magickal workings on Full Moons, this month is affording us two opportunities. That in itself makes it extra special.

I wouldn't think so...but who knows? This occurs approximately once every three years as I understand it and the second full moon is often referred to as the "blue moon"...thus the old adage...once in a blue moon...meaning once in a great while.
