I live in Malibu. Contrary to popular opinion most of here are not rich. The State of CA is soon to require us to install new septic systems at a cost of approx. $350,000. This will be required all over the State of Ca to anyone with a septic system.
How in the world will there even be enough contractors let alone how will we get the money???

The cost to install aseptic tank on the beach is $125,000. The seawall that the city will require
us to put in front of it is Approx. $250,000.

Gee, thanks for the support on the last answer.
I had my septic tank inspected yesterday..it is not leaking and the bill has everything to do with replacing septic systems.

Get some more quotes. There is a problem with the one you received, like another zero.
They can force you to modernize your septic system, but it only costs about 20k, about the same as hooking up to the city sewers.
If the Malibu contractors are giving you this quote move inland and get some quotes from the valley.

Let's see. Malibu incorporates in order to avoid having to have a sewer system, and now their leaky septic tanks are polluting Santa Monica Bay, and you are complaining about having to fix it? Is that right?
By the way, AB 885 has nothing to do with septic tanks, it has to do with the number of members of the MWD of Southern California.
ADD: Perhaps the poster could quote the portion of AB 885, linked below, which concerns septic systems, and I could give a better, and perhaps even supportive, answer.

I am afraid Governmental authorities can in some instances.. primarily if the State deems your old septic system a public health hazard... (in Michigan it is a taking if the old system is adequate under current regulations your old one becomes "grandfathered". MI cannot force you to install a new one until the old one breaks down. However, some states do not "grandfather" out of compliance systems.)
I do not understand why a septic sytem would cost $350K though.. In Michigan a typical septic system is $10-15K, and where there is a problem (high water table, no perk, bad drainage, etc. ) an engineered system is needed at a typical cost of $25-50K. $350K seems extremely high.

Wow, never heard of this amount.
Here in NJ a new septic system with the leach field, of course permits and hiring an engineer is from 8,000 to 12,000. And I am talking about "new".
Never heard of a 350,000 septic system. Are you sure it isn't $3,500.00?
Septic systems are also much better, you don't have to pay the "county" for "sewer" monies either.

the system you describe sounds like its for the city not an individual home. I cannot believe that is the amount you will need to spend.
Check your facts once again, and see if its for the city. If it is, then you will only pay whatever the tax rolls are for the system.
If its for your home, I guarantee you can find a new system for less.

Unfortunately, if they change the environmental standards there is very little you can do about it. Write you legislators and governor and explain to them the financial burden this will place on you and your family. I would suspect that you are not the only one that will be negatively affected. The only other option you have is to move out of state to a state that does not have such stringent requirements.

You have the wrong interpretation. Also, don't forget this...
The provision of financial assistance to assist private property owners with existing systems whose cost of compliance with these regulations exceeds one-half of one percent of the value of their property.

Government of this country has gotten to much power. People only care for themselves and less for the greater good of the country. Obviously someone in CA government has a stock they are looking out for.
