I Checked around on the internet but I don't understand what they are saying. So could someone please tell me.

The requirements for the Navy Cross are as follows:

(1) be in the Department of the Navy
(2)perform an action that saves lives,or is outstanding byits nature. This is usually done by disregarding your own personal safety at the time
(3)be recommended by your commanding officer for the Navy Cross citation
(4)If you have to ask, you're ineligible

The Navy Cross is the second highest award that can be awarded to Navy personnel. Usually it is given for heroism and accomplishments above and beyond the call of duty.
