Unfortunately you can't. There is no polite way to ask your lazy coworker to do his/her job.
The best way to fix this problem is to report it to your superior and them ignore it. If you dwell on it you will be seen as a troublemaker. Most work place slackers are eventually caught and it is sweet payback!

If it is a co-worker you might suggest going to lunch together and then letting them know you have observed them on the net a lot. However, they can come back with "Why are you concerned with my job when it seems you are not doing yours because you are too busy watching me?". If you like this person and you know that this person could lose their job because of this behavior then by all means mention it to them, however, it really is an issue for the supervisor or boss to handle. It is considered embezzling when employees are on the net and getting paid for an honest days work. Many companies have their networks set up to where they can monitor what an employee does and where they go. Many employees have lost good jobs because of this. So, before you say something to your co-worker, make sure you are practicing what you are preaching (i.e. you are not on the net all the time).

Are you his boss or supervisor that he reports to? If not, I think you should keep quiet given that you really dont have any direct report over this person.

Dont worry, the company will find out that s/he's online all day. It will come back to haunt them. Companies do track how long a person is online during the day for. Some people dont realize this, but the company can fire an employee for being online too much.

I happen to be a business owner and I would like to know if that was going on.

Do not hesitate to tell your supervisor, manager or the owner. They will be grateful for the information. Especially if they are looking for a reason to let that person go.

First they will tell him/her that it's not okay. Then if he/she keeps doing it they get a warning, and so on.

After you have let someone know, I would leave it alone. I know it sucks to work hard all day and your co-worker gets paid the same and doesn't do squat. SUCKS.

Does he report to you? If he does, then be polite, but firm, and simply tell him. If he doesn't report to you, why do you care? Do your job, and do it well; I guarantee you that people WILL notice what both of you are doing, and no boss likes a whiner.

you mindf your own business. cause if hes out working you, then there shouldnt be a problem with whats he's doing.. try focussing on what you need to do, and try to be as successful at what you do like him, then you can have more free time to play on the internet..

unless you are his supervisor, you might be better off keeping quiet. you could try dropping subtle hint to your supervisor, though. as long as you do your work, that's all you need to concern yourself with.
