There isn't one. Are you talking Galveston, or Waco? HUGE price differences. Just like the "average home". The values vary wildly, the protection classes vary wildly, the rates vary wildly.

I can tell you, on average, rates are higher in Texas than just about anywhere else. That doesn't mean the PRICE is higher, if you go to some place that has an average house VALUE of $2,000,000, even if they have the lowest RATES, they'll have higher PRICES.

I'm not sure about Texas, but I live in Florida, another Hurricane state.
I was just dropped by Allstate, "the good hands people" (What a joke!!) just like 209,000 others this year in Florida.
My new rate with the state run insurance is $1760.
That is with $8900 deduct for hurricane damage, and $2500 deduct on anything else.
and I got a better rate than most.
So if someone in a post talks about how their state has the hightest, they must live in Florida.

price will be a function of the following
1. construction ie brick less cost than frame
2. environment...how good is the fire protection including fire hydrants and fire department...city type departments have higher rating than country
3. your personal experiance on claims the fewer you have the better
4. the amount of coverage you need...less is less

so what you want is a brick house, in the city, with a burglar alarm system, and no claims for the past few years.

hope that helps
