There are many groups and organizations that use a lightning bolt as or part of their logo/insignia. Without a picture or more detailed description it is difficult to tell you which one.

When I think "lightning bolt tattoo" I automatically associate it with the SS Neo Nazi emblem which is unfortunately quite well known.

I've always associated a lightning bolt tatty with a skin head, neo nazi, arian brotherhood or some sort of white supremacy group. It does represent other things. If you really want to know for sure, call your local tattoo shop, most people getting tattoo's tell the story why they're getting that specific thing done.
