Pluto is supposed to portray a real dog and pet. Goofy is a main character who has to be able to walk and talk. Most importantly ; IT IS A CARTOON. Where anything is possible.

Would it be weird or what if he was on all fours and talked! He is more "human-like" yet Pluto is supposed to look like a dog.
