He could but why would you? Do you want more dogs to end up in adoption pounds and waiting day by day for a home. That will never come, get ur male neutered and if u have a female spayed. You'll feel better knowing that you're saving a few dogs lives then giving birth to several dogs.

Oh yes! Just because he isn't physically mature doesn't mean he isn't sexually mature to produce a litter.
Immature males can get seriously hurt if allowed to breed too young. (Can't think of what it is called, but ...) they can actually break their penis. I'm dead serious! They have no idea why they cannot get away from a female when a tie occurs, so they try pulling away, and it can cause extreme damage to both male and female.
Seperate them until her heat cycle is over with.

Yes of course it is, 8 months is plenty old enough. Please keep them apart until you've had one or both neutered, this is supposed to be done from 6 months of age in males and females.
