Wash and condition your hair.
Squeeze the excess water out. To scrunch it, you want it damp but not soaking wet or dripping.
Wrap your hair in a small towel. Do not rub your hair at all with the towel. What you can do is wring it within the towel if the ends are still dripping.
Comb your fingers or a wide-tooth comb through your hair and make a part as best as you can. Don't worry if it's not perfect.
Spray hairspray in your hair. Put it near the middle and bottom of your hair. Putting it too close to your roots will cause it to look greasy and weighed down.
Turn your head upside down so that your hair is hanging down. This step is optional and some might prefer to skip it.
Put gel in your hands and rub them together to spread the gel.
Grab a small handful of hair by the ends and push it up toward the head. Hold it in place for a few moments while aiming the hair dryer at it to 'set' the gel/mousse/hair spray.
Repeat this all over your head, reapplying the gel every time. Keep in mind that small handfuls yield tighter waves and large handfuls create full, loose waves.
For best results, use shampoo, conditioner, and products (gel, mousse, hairspray, etc.) that specifically define curls.
Don't put too much gel in your hair in one spot because once it dries, it will turn white and flaky.
Don't even think about brushing your hair after you've scrunched it. You will look like you got electrocuted.

Mix 1/2 of your hair conditioner (the one you usually rinse out) and 1/2 water. Spray it in your wet hair and leave it. Don't dry your hair if you can help it. If you have to dry it use a diffuser. A hair dry with Ionic drying helps also. Good Luck!

the first person to awnser this question is correct, but do not use a blow dyer on your hair. and i'd recommend L.A. Looks gel, either the yellow or the green one, because they have super long lasting hold, and use herbal essense hairspray, but you need to use lots of hairspray so that your hair doens't get frizzy and puffy!

you want your hair not all the way dry but not all the way wet and you put alot of scrunching spray in it

dont use a hair dryer...put mousse in and scrunch with ur hair upside down ....when hair is almost dry u can use a bit of gel to set down rebel strands....

you can use certain products that helps with frizzy hair so that you can get the look you want, & it tames it so that it's not so frizzy. just look around in the stores, & pick one that you think would best suit you.
