Pizza - cheap, you don't have to cook, and who doesn't like pizza?
Games - hot potato and musical chairs (both are better with more people though...maybe some of the parents can join in), pin the tail on the donkey, face painting, or go outside and blow bubbles.
Other people who answered also offered up some good suggestions...kids that age love splashing around in a baby pool, you can find one for as little as $5, or a sprinkler hooked up to the hose for just about the same price. Good luck.

I found that the park always works well. The adults can chat and the kids can play. Decorate the picnic area with balloons and streamers. Maybe have some water games....like balloons or squirt guns. My daughter loves this and she just turned 3. Or if you don't want to do the park....do the back yard. Have them run through the sprinkler.

Playdough. Decorating cupcakes, cookies.

This might need some more planning but making homemade instruments, like shakers from paper towel tubes.

Also just lots of balloons, and keep them tossing in the air.

How about a kiddie pool... in-expensive and the kids can play in it. As for food, I would keep it simple... hamburgers and hot dogs.
