Even thought the Bit©hes are in season your dog will know which is in heat ready etc. He will not choose one mate he will mate both he might stay with one till he thinks he has got it then move on to the next.

Why are you letting this dog mate? Why are you wondering why it has not chosen both dogs?
Dont you think it is irrisponsible behaviour of a pet owner to let this dog mate both bit©hes?
Your females should be spayed 1st then your male. & they SHOULD be seperated You will be making mutts if you let one breed when it is not a yorkie.
The Bit©hes should be done 1st because even though the male could be fixed he can still sense when they are in season therefore will still try to mate & go nuts. Male gets done last.

Maybe one dog is a few days ahead in her season than the other- thus only one of the bitches is ready to mate.
A male dog will mate with any other dog regardless of size, breed, whatever. Its not the female herself that "turns him on" its the hormone she releases when she is ready. It takes a few weeks after the seasons starts until she is ready to mate.

THey will have some preference on mates - usually this is not breed ,its pack order (everyone wants the high ranking ones as mates). HOWEVER that won't stop him from trying with the chi if the chance comes (males often go by mate with them all...)

The other may not be ovulating yet that happens in the second week of their heat. My question to you is why do you want to make mix-breeds anyway? It doesn't sound like you're a breeder so it may be best if you have them all spayed & neutered. Having puppies is not all it seems to be. The females should be checked out by a vet first before they are bred to make sure they have a clean bill of health. Then once bred the female needs extra suppluments. You are talking about a lot of work. Please really think about this and learn about the good, the bad and the ugly first. All the best....

for 1 if you don't know about breeding, please get your dogs fixed.. or educate yourself since you have two breeds that have difficult pregnancies that could result in stillbirths or the death of the litter and the dam.

Is she still bleeding?
If she's still bleeding, then shes not going to let him mate with her.
