Ok, another big shocker to me from Florida, is they charge you for garbage pickup which is called a refuse charge from $13.50 to $18 plus extra charges for special pick-ups such as appliances, yard waste. Back home, they don't charge you for garbage collection! Why do these states do this? How are they run?

I'm in rural PA, and we pay for trash collection. Some PA cities provide "free" trash collection - then it's essentially included in your local taxes.

I pay $18.50 per month - that doesn't allow major items, just a couple trash cans, bags or boxes.

States don't do this. Municipalities either do, or do not, provide trash collection as part of municipal services. If they do, either the municipality does it themselves, or hires a private company to do it. If the municipality doesn't provide it, then the residents basically contract with a private company to pick up their trash.

Some localities provide trash collection funded by property or other taxes. Some include it in the water bill. Others leave it entirely up to you to take care of. Every place is a bit different.

I have to hire a commercial trash hauler to pick mine up. We don't even have a dump we can take our trash to.

I'm willing to bet you were paying someone to collect your trash before. It may have been included in some other bill, but I promise it was not free. Were I live, it is not even a government service. We have to hire a trash company to pick up our trash.
