Friends of mine had their whole wedding for about that much money, and it was beautiful. If you are looking for a hall to get married in as well as having your reception in, a wedding like theirs might suit you. For three days, they rented out a beautiful camp run by their church denomination (yes, camp as in summer camp). They had a lot of out-of-town guests and guests with kids and a big wedding party, and they housed them in the counselor cabins (which were beautifully furnished, and each had a fully-equipped private bathroom) for one day before and after the wedding. It was like one big party -- just like a wedding should be! The wedding was held in the camp's chapel, which had just been refurnished, and the reception was held in the camp's dining hall, which had just been built. "Camp dining hall" doesn't sound glamorous, but really was beautiful -- an A-frame structure with one of the A walls having floor-to-ceiling windows overlooking a courtyard and the forest. There was a full kitchen in the back, lots of round tables for seating, and a large dance floor area. I was in the bridal party, and we helped the bride and groom's relatives decorate the hall. The bride's mom made the centerpieces, and a friend of the family (a baker) made them a beautiful, huge wedding cake. All wedding pictures were taken on-site among the trees and flowers. When kids got antsy, their parents could send them out to play on the playground equipment. The groom even had his bachelor party at the campground the night before the wedding. He and his guys had a ton of sports fields and equipment, a lake, and a big-screen TV to amuse them, so they saw no need to leave. It turned out so well that even though the wedding was 5 years ago, one of the bridesmaids is planning to have her own wedding at a campground later this year.

Definately try your local parks department. They may have recreation centers, banquet halls or grounds where you can hold your event. Definately look into Firehouses, lodges . Also try some golf courses club houses. Sometimes (if you are willing to purchase your food from them) the rental cost would be free or very inexpensive. And if you have a college or university close to you check out their space.

A church hall, firehouse hall, catering hall are all options. If you agree to have the wedding reception on a Friday night, or during the day on a Saturday, you can also save money since these aren't prime time hours.

Do you have any friends or family with a house in a lovely location? We're using my aunt and uncles house on the coast and they're letting us use it for free, we just have to get some rental furniture. Or if you have any friends/family that have connections with counrty clubs, hotels, restaurants, parks, museums, etc. $3000 should be plenty for a location.
Good luck!

I would definitely check out your local American Legion or VFW, the cost is minimal, they will usually provide linens, tables, chairs, some even provide all the china and tableware. Most want you to use their bar and liquor, which is usually cheaper anyways.
Other ideas are the local fire departments or community centers. Good Luck!!
