Yes of course He could have. As the bible does not tell me why God did this, my answer would be conjecture. Personally Noah had to have incredible faith to do something like this. Imagine telling people you heard from God, that He was going to flood the earth and He told you to build an ark. Nowadays, you'd probably be put away.

This is only conjecture, since the bible doesn't specifically say why, but I would say:
1) Because He's not the "sky daddy" some atheists claim Him to be (or some Christians treat Him as).
2) Because He expects man to work for a living (see Genesis 3: 17-19).

Yes, God could have just started over from the beginning. The problem is, sometimes God wants to teach us (humans) something. When I Think of Noah, I think of someone who did what God told him to despite his own feelings of the project and the way he looked to his neighbors and friends. He was about God's business no matter what. I think that was the point of the way he did it.

The flood story comes from multilpe sources, all derived from earlier legends. It's older than the first of the Bible's creation stories and possibly the second, though that's less certain.
The deal with the animals was inherited from early myths.
