The two main reasons,
1) weight (roadies want the lightest parts)
2) cost (while some high-end rim breaks are costly, they don't come close to a high-end set of disk breaks)
As a side note, mountain bikes will see worse conditions than a road bike. typically a mtn bike will see mud, sand and water on a regular basis, and disks will take this better that rim breaks. To a mtn biker stopping is just as important as going.

Avid make some disc brakes for road bikes.
But the reason I think is that road bikes doesn't need them. They're just weight.
Disc brakes for mountain bikes are better because they're more powerfull and have better modulation, and mud and rain doesn't affect them (other than they squeal like a pig).
But road bikes don't need that power, there is general better traction on pavement than dirt, and some standard brakes are more than enough.
Also, if you put some disc brakes probably you would stress the fork and chainstays (or seatstays) by the brakes.

disc brakes are not any better than a great set of sidepulls and with a road bike the idea is not to stop at all. We are in a game of pure speed and wieght is a huge issue

too much weight, on of the the most important things on a roadbike is keeping it light. there are a few commuter style radbikes with discs, but the traditional ones dont have them. also they dont need them. the only reason mountainbikes do is because dust gets on the rim so a vbrake wouldnt work very well. hope this helps

If you have that good a brake on a skinny road tire you will spend more time on your butt on the ground instead of the saddle.
