I don't know about it being kosher, but you can. If you're showing or something you couldn't, but if they're just family dogs there is nothing wrong with that. Make sure they have water and shade while you're at work - it's really not a good idea to leave them out during the day time when it's so hot. They can easily get heat stroke and the worst part is you wouldn't be home to get them immediate veterinarian attention. I don't know if it would help keep the fleas at bay - you really should have them on a preventative such as advantage.

No - this is not typical for that breed and would damage the guard hairs and undercoat that protect them from the heat and sun exposure. I'd have a professional groomer strip down the undercoat and thin it out as much as possible. That should help a whole lot. Also, it won't help with fleas at all. Really the only things that work for that are products like Frontline Plus or Advantage used monthly and religiously.

Frontline used regularly will keep your dogs flea free. also get your dog a kiddy pool for them to lay in during the hot summer days.
Clipping your dogs will only allow them to get sun burnt and cause their skin to dry out horribly. Their fur is their protection and insulating from the sun and heat. Make sure they have plenty of cool water and shade to keep them cool. do not clip your dogs.

No! Their hair helps keep them cool.
Provide shade and lots of fresh water.
What kind of surface are they on outside?
Grass and good shade should keep them comfortable.
Dirt, rock or asphalt may be too hot.
You can give them a good grooming and pull out as much dead undercoat, that will help WAY more than shaving.

Nature put the coat there to protect the dog in Summer and Winter! Put some shade up for them to lie under anyway

I would say it would be better to provide them with shade and more water than to shave them.. Dogs with heavier coats tend to have more sun sensitivity..Your dogs will more likely end up with sunburns. Believe it or not their coat will help regulate their temperature, that and the panting. Get them some shade and plenty of water...

I really didn't think that non-humans had to conform with kosher regulations... If it is more comfy, do it...
