There have been quite a few over the years, each doing so in their own unique styles.

A few of the best have been: Norman Rockwell (illustrator), Edward Hopper & Charles Burchfield (both realist), Stewart Davis (abstract), Alex Katz (modern photo realism), Thomas Eakins (early Americana), Childe Hassam (impressionist), Evert Shinn & Robert Henri (social commentary), Charles Sheeler (near-perfect photo realism) and John Marin (modern immpressionist).

Since you don't specify an era there is a great number. I tell you some that I can remember: There are three famous Renaissance panels (named Urbino, Baltimore and Berlin from the museums that have them) of an unknown artist that are classic refferences of cityscapes. Canaleto painted many views of Venice and some of London. Many impressionists painted views of Paris (Manet and Degas for sure, probably others). Otto Dix, George Grosz and other expressioninst (mostly Berlin). Giorgio de Ghirico painted many surreal cityscapes. The futurist Umberto Boccioni has some famous cityscape paintings. Also Paul Klee painted many imaginary cityscapes. Sure there are more that I can't remember.

Many come to mind including the 'Ash-can' school in N.Y.
My favourite of all time city scape is called 'Broadway Boogie-Woogie' by Piet Mondrian.
To see some stuff that folks are painting these days go to ArtWanted and search 'cityscape'; I bet you'll get a lot of responses. Here's my ArtWanted site and you can follow the links from there (It's really easy to use).
