For some reason, a lot of movie villains have British accents. Perhaps film makers think they sound more powerful or authoritative.

Because they are space Nazis, or space Romans, and every movie buff knows that with the exception of Casablanca, Nazis and Romans speak with British accents.

Well then, how come Han Solo, Luke Skywalker, Princess Leia, etc have American accents? It's a movie, dear. You are supposed to suspend your disbelief and enjoy the darn show.

Because if they spoke in another language they would have to create teh language, teach the actors, create a translation, create the subtitles.
It's just not viable.
Better make them speak english.
