It depends on how complex the surgery is, and if you stay in the hospital (inpatient), or outpatient (sent home the same day). Some surgeries are performed under local anesthesia , while the patient is under some form of sedative. These are also minor surgeries. Many operations performed under general anesthesia (completely asleep) are also considered to be minor surgeries. My tympanoplasty (repair of the eardrum and middle ear) was considered minor and I went home the same day.
Many surgeries are more complex and require the patient to be either in intensive care (such as many heart surgeries such as bypass operations) or under observation in the hospital for one or more days. These are major procedures.
You may also hear the term "elective surgery" that is still medically necessary. A surgery is considered elective when you need the procedure, but it is not urgent, so you can wait to get the procedure done when it works best with your lifestyle and schedule.

I beleive its when you have to stay in the hospital vs. outpatient.

maybe if you are put fully under by anesthesia, or if you have the kind that just makes you feel less.
