what is a way for a poor family?

to clean the radiator looking things in the central air? brush? Or is their something cheap you could buy?

I think you are speaking of the fins that the copper coils run through. These are usually outside. You can spray them with a soap and water solution and then rinse off with a garden hose. They make fin combs to straighten out any bent fins.

I believe those grates unscrew right off the wall. Unscrew them and let them sit in a tub with hot soapy water. After a while scrub them and let air dry. The dust should be out of there and just re-screw them back on.
