You can buy a car wherever you like. You just can't register it unless you have an in-state license. When you buy the car in CT, you should get a transport tag and temporary registration which would allow you to drive for a certain amount of time. Take the car to your local DMV in jersey and register it. You will also have to pay taxes at that time.

Are you registering the car in NJ? Then it definately should not be a problem, but you may have to do your own DMV (MVC forgot they changed their name LOL) paperwork to get your Jersey tags.
