It's a vehicle that was not owned by one person or a family, but owned by a business, gov't agency or some other entity, that likely had many vehicles and multiple drivers.

City cars, vehicles owned by large companies and rental agencies, all would be considered fleet vehicles.

It's a use class given to business' that have a quantity of cars that need plated/tabs yearly. They prefer to pay all vehicle registrations once yearly, instead of having say,50-100 different registration due dates. It simply makes it easier for a company to operate their business. Most states have a minimum amount of cars that are required to be tabbed, in order to qualify.
