Define "quality." Different guys hang out at difference places. There is no magic location where all the great guys are at. There are places where they are NOT at, like cheap bars and strip joints, but that is about it. If you want a "smart" guy, you can try schools or the library, I guess. You can also consider trying volunteer work. Other than that, I am not sure what to tell you. Quality guys are everywhere, but unfortunately, they are generally intermixed with the guys that suck. In fact, the quality guy might be hanging out with his less-than-quality friends.
