The US Navy sells non-nuclear subs to organizations for use as a memorial. There is no reason one person can not buy them as long as he/she is able to afford the purchase cost(same as the scrap metal price) and the cost to move it.

Not unless you are a Naval dignitary or official from a country who is a very close, trusted ally of the US.
