The most common reason is that their anal glands need emptying. These are the glands either side of their anus, just inside, that are used to scent their faeces. They can become impacted, which is painful and can result in abscesses if left untreated. A vet can sort it out quickly in a consult.
It could also be worms, usually the dog would have diarrhoea if this is the case.

Its the gland her butt are clogged if she is having a problem going to the bathroom you can fix it yourself and save on a vet bill.Its nasty but it works.Squeeze around her rectum with your fingers in the tub with a wash cloth,its kind of like milking a cow,but do this until you see stuff come out.Its really gross but it needs to be done or she can have allot of problems. I groom dogs and have had to do this with dogs. Good luck

It can mean that your dog has worms or that he needs his anal sacks emptied. Bring the dog to the vets and a stool sample. This way you can cover both possibilities in one visit.

Pinworms! Buy some liquid de-wormer from Wal-Mart, PetsMart, ets. Follow the directions on the bottle.
My dog use to do that every once in a while. teh worst part is, she would do it IN THE MIDDLE OF COMPANY! I was so embarressed!
