I have a dog that won't go outside when it's raining and won't leave the sidewalk if the ground is wet/muddy. If it's raining all day, he'll go to the bathroom in the house (he holds it as long as he can, but if he can't hold it anymore he'll go in the house before going out in the rain). If it's muddy (but not raining), he'll go to the bathroom on the sidewalk. Sometimes he'll go to the bathroom in the yard when it's a little muddy if you drag him over there and don't let him leave until he does, but sometimes he'll just stand there and stare at you with a pathetic look on his face, ears back and tail down until you let him go back in the house.
What should I do about this?

I don't know if this matters or not, but we have another dog as well.

Don't let him in until he goes. Even if it is on the sidewalk. It is better than inside.
I had a dog that would go right at the front step so she could come back in quickly. Just wash it off when you get time.

It's not unusual for dogs not to want to go out into the rain. I have two dobermans and when it starts to rain when they're outside they jump up on the door to try to get in. If it's been raing for a while and I know that they need to go to the bathroom, I'll put them outside and not let them in until they go. Dogs need to know whose boss, and you did the right thing about making him go outside. If you continue to make him do that, he'll eventually get the picture. He'll probably never like getting wet but at least he might stop going in the house.
PS Watch the dog whisperer with Cesar Milan! He shows people how to be the pack leader.

lol, I have the same problem. My dog doesn't like to get wet either. She doesn't go in the house though. Thank goodness.
If she has to go really bad, she will walk down the side of the house where there is an overhang and she doesn't get as wet. So I think it is normal for some dogs to not want to get wet.
The only idea I have for you is to try an umbrella and see if she will go while you hold it over her. It's better for her to go on the sidewalk than to go in the house.
Goodluck.

If you don't have a covered patio area for it to go on when it's wet, which is ideal in this situation, along with paper training him, you may want to consider retraining him. He knows the face works with you, and you realise this can't go on like this with him messing inside the house. Paper training him would be a step in the right direction, I don't see crate training helping, since you won't be keeping him in the crate all the time.
He's not fighting you for dominance, so the Alpha roll method has no use here except to make him feel worse.
Are you sure this isn't a dog with a bit of cat in him, LOL?

Lucky. A lot of dog owners WISH their dog was like this. When it is raining, just MAKE him go out. So he goes to the bathroom on the sidewalk? You should pick up after him anyway, so what difference does that make? The way it stands, you don't have to worry like most dog owners do about him tracking dirt and mud all over the house. I'll trade you!

My dog is the same way. But she knows that i am firm with her. She tip-toes in the wet grass barley squats and when she's done she runs back in the house. You have to be patien t with them though. Try giving him treats when he goes outside when it' s raining and tell him 'good boy'. He will notice the high praises and will do it more often.

You have a verry funny dog. Just make sure he goes out to potty by forcing him( carry him to the grass). You have to teach him to use the bathroom outside even when it is raining. My dog had the same problem and it worked.

My little girl is the same way... the only thing I could do was go outside with her. telling See I can be in the rain so can you. Finally she would run out side very quickly and do her business...

Take him out anyway. Try to find a covered area for him to go under. But try to always go outside with him when it's raining, he needs to get used to it.
