a bra looks like the top of bikini but when I want to tan my back, I'd unhook my bra with my chest stay close to the grass so nothing was exposed. Would this harass the neighbour?

As long as you close the bra before sitting up so that you are not exposing yourself, it shouldn't be a problem unless your neighbor is a complete prude. That being said, if your neighbor is a prude you may be better off getting a bikini top and doing the same thing so your neighbor can't complain that you were laying around in your underwear.

Is there a spot of your yard that is a bit more private or screened from the neighbour? That would be your best bet.
Think about it, if you saw your neighbour in her bra / in his undies doing their gardening, how would you feel? :)
So... find a less exposed (to the neighbours) spot in the yard - or buy a real bikini!

If you have a solid fence, or bushes, or trees, I would say you are fine. But if the back is just kind of open to the public, it might be a little rude to just lay out there half-naked. On the other hand, it all depends on the neighbor. Some people wouldn't be bothered in the slightest, and other people would feel very disrespected. (I personally wouldn't want that to be in my face all day, but it's fine if there is some kind of barrier between us.) If you are worried I would just go ask your neighbor if they would find it rude.
"Hey, I like to sunbathe when it's nice out like this, but I didn't want to offend you by wearing my bikini. Please tell me if it does, and I will be happy to wear something more modest."

Only if you have no shame. Hope you don't mind peeping Toms and the like. They have beaches where you can sunbathe nude. Try that instead. Or a tanning bed. Same results only no one has to see you.
It might be ok if you have a tall privacy fence that you can't see through from the outside, otherwise don't do it. It could be a safety issue. Who knows.
