it was at 80 psi but then was changed to 40 cause i was told it was to high but still does not blow cold air

Is the condensor fan working? You did not say which pressure we are talking about, but believe is the low side. Yes, 80 is high if it is the low side, but you have an expansion valve that should create a pressure differential between high and low side to cool. IF you condensor fan is working..this is also the radiator fan, and the compressor is turning, you should see around,,depending upon ambient temperature, which affects the temperatures, around 45 psi on the low side and 250 on the high side

does the compressor stay running?
it might need purged and refilled

compressor may need to be replaced at that age.
