friend or best friend?
try talking to your friend first. but don't show that you want her soo bad (staring at her, etc) to him because he would tend to become jealous and probably end things with the girl or end his friendship with you.
just backoff first. but when you see that the girl isn't happy in their relationship try talking to her (emotional issues) (and probably you two will become very close and who knows what might happen next xD)
when they finally break-up. make sure it's cool with your friend if you decide to go out with his ex.

If you are any kind of friend, you will let them be. Friends dont do that to each other. It doesnt matter if its high school or not. Good values and morals are taught from when you are young until the day you die. You can also remember that since you are in high school, the chances that the relationship will last is slim.. but what about your friendship? I know I am still friends with a lot of people from high school and I graduated 11 yrs ago... However, I am still not dating the same guy.....

U said it urself, its a high school! What do u have to worry about! And than again if u go 4 it he'll hate u, she might want 2 get married cause u risked ur frienship just to b wit her meaning u love her....blabla...bla... back of! There is much more fish in the sea!

Back off and wait to see if they break up if you value your friend's friendship. He and this girl may well break up in the near future and then she is fair game. If you break them up you will lose a friend and you may not like her after you start to date her.

I think you should slowly bring up subjects about his girlfriend with time. When your friend gets comfortable with the subject you can tell him and you 2 could always have pleasant conversations with/about her. Hope this helps.
