I would imagine in the split seconds before the crash it would be hard to know who or what type of substance abuser you hit, until after the event.

As driver of the car, its your responsibility to be driving with due care and attention, if the police can prove the victim was a substance abuser and was under the influence at the time of the accident it might help your case in a court of law.

If you waited until a substance abuser was about to cross the road and deliberately drove over them, then you will be facing another charge called vehicular manslaughter.

And being a substance abuser does not make them any less human than you. And they have the same rights as you.

I'm against meth too, but there is no way I'd hit them with my car. I know several people on meth. They need help to get off, but they can only do so if they want to get off the drug and they have good support from those that care about them. Meth is the worst drug in America today.
Commiting a crime against someone just because they use meth is not the answer. Getting that person help if they want it is. Don't add to the problem.
